SEIS-MALTA
Project Description: The SEIS Geoportal (www.seismalta.org.mt/) development was initiated in 2011 and is a service of the MEPA (Malta Environment & Planning Authority) for public use that was concluded in July 2013. Noteworthy, SEIS-Malta delivers one of the first practical implementations of SEIS in Europe in INSPIRE. It comprises of a set of Web and Desktop tools for:
(i) Monitoring, reporting and disseminating environmental data, and
(ii) Supporting the development of environmental policy according to the requirements of the European and the Government of Malta. SEIS-Malta makes use of ESRI/GIS and Geoportal Technologies combined with custom developed web services providing the public and MEPA with user-friendly interfaces.The Shared Environmental Information System (SEIS) is a collaborative initiative of the European Commission (EC) and the European Environment Agency (EEA) aimed to establish an integrated and shared EU-wide environmental information system together with the Member States.SEIS presents the European vision on environmental information interoperability. It is a set of high-level principles & workflow-processes that organize the collection, exchange, and use of environmental data & information aimed to:
- Modernize the way in which information required by environmental legislation is made available to member states or EC instruments.
- Streamline reporting processes and repeal overlaps or obsolete reporting obligations.
- Stimulate similar developments at international conventions.
- Standardise according to INSPIRE when possible, and
- Introduce the SDI (spatial database infrastructure) principle EU-wide

EPSILON Role: EPSILON developed SEIS Malta which is a complex system based on a three tier architecture using:
- A Database Layer to cater for the published data such as water, air, noise, soil and radiation.
- A Service Layer to process data.
- A Web/Application Layer to provide access to the Data through a user friendly Geoportal.
- All Layers are based on well known technologies such as Microsoft SQL Server 2008, ESRI ArcGIS10, ESRI Geoportal Server etc.
SEIS Malta essentially implemented as an SDI (Spatial Data Infrastructure) via ESRI Geoportal technology. In this way it gives to user access to a set of GIS functionalities such as:
- Map viewing
- Zooming & Panning
- Data selection
- Base-map selection
- Data download etc
